Fixes:

- Newsstream: Fix for various Internet Explorer and Safari versions, where the newsstream on the front page did not render at all, due to missing .startsWith() JavaScript function.
- Administration: Removed obsolete category field in apps- and quicklinks view.

Note: if the newsstream fails to render due to a javascript error, additional script elements like widgets might not be rendered as well.
